The Foundation Phase is a new approach
to learning for children from 3-7 years of age. It will combine what is
currently known as the Early Years and Key Stage 1 of the National
Curriculum. The origins of the Foundation Phase lie in ‘The Learning
Country’ (published in 2001) which set out the Welsh Assembly Government’s
education and lifelong learning programme to 2010. The Foundation Phase is
based on the principle that early years provision should offer a sound
foundation for future learning and achievement through a developmentally
appropriate curriculum, which is in harmony with the child’s particular
needs and interests. |

Whilst the Foundation Phase is based on
current good practice, it does require a significant change of approach and
delivery in the classroom and, more significantly, outside the classroom.
The emphasis will be on play and active involvement and on the development
of skills and their application. Such a change could, and should, not be
introduced overnight and the Minister decided, therefore, to run a pilot to
trial the ‘Draft Framework for Children’s Learning’ and its associated
guidance material that supports the approach to teaching and learning in the
Foundation Phase |

The Pilot, which began in September 2004
in 41 schools and settings, will continue until September 2008 when the
statutory rollout begins. It includes settings in schools and in voluntary
and private nurseries, playgroups and childminders. The evidence gathered
during the Pilot is being evaluated and used to shape the final requirements
of the Foundation Phase, including the ratio of adults to children, the
amount of space required for young children to undertake activities and what
are the best teaching and learning strategies for this age group. The
Foundation Phase is therefore being introduced over a period of time through
a rolling programme. |
